The SLR is designed for eligible professionals (EP), eligible hospitals (EH), and representatives acting on their behalf to attest to meeting the requirements of the S.C. Promoting Interoperability (PI) Program. Although the name has changed, the PI Program continues the requirements, attestation and incentive payment process of the “EHR Incentive Program”. Please note this change in name for future correspondence. The PI Program is administered by S.C.’s Medicaid agency, the South Carolina Department of Health & Human Services (SCDHHS), Division of Health Information Technology (HIT). To attest and receive an incentive payment, you must login to the SLR below.

All EPs, who in the past individually received, or had their employer/ organization receive on their behalf, an incentive payment from a Medicaid EHR Incentive Program in any U.S. state or territory can continue their participation in South Carolina, even if it has been years since their last attestation. EPs and EHs must demonstrate meaningful use of Certified EHR Technology (CEHRT) to qualify for incentive payments. Eligibility and requirements can be found at scdhhs.gov/hit.

  • • Be sure the participation state is listed as South Carolina with CMS or the SLR will not allow you to login; you will receive an error message until this has been corrected.
  • • SCDHHS allows an EP to designate a third party to register and attest on his or her behalf. To do so, individuals working on behalf of an EP must have an Identity and Access Management System (I&A) web user account (User ID/Password) and be associated to the EPs National Provider Identifier (NPI). If you are working on behalf of one or more EPs and do not have an I&A web user account, please visit I&A Security Check to create one.

Upon successful registration with the CMS Registration and Attestation System, CMS will provide a unique CMS Registration ID to the provider and will transmit registration data to the S.C. Medicaid SLR. Please allow two (2) business days for the SLR to process your registration. The provider, or their authorized representative, must then use their CMS Registration ID along with their personal NPI (if they are an eligible professional) to login to the SLR. The SCDHHS Division of HIT will verify the provider’s eligibility to participate (generally within 24-48 hours) and will email confirmation of eligibility to the provider along with information about how to proceed with attestation. After the initial registration, the provider will not need to return to the CMS Registration and Attestation System unless registration information needs to be corrected or updated.
 
Users working on behalf of an eligible provider for registration and/or attestation must first have a CMS Identity and Access Management System (I&A) Web user account (User ID/Password). In absence of a CMS I&A account, an individual may not act as a surrogate user on behalf of the provider for registration or attestation. Click here to create an I&A account.
